New York City Mayor Zohran Mamdani announced new police accountability measures Monday (October 12) after an officer involved in the fatal shooting of 19-year-old Win Rozario retired before facing a disciplinary trial.
According to the mayor’s office, Mamdani has ordered the NYPD’s first comprehensive review of its use-of-force policies in a decade.
The review will assess the NYPD’s use-of-force policies and practices, while the administration also introduces new procedures for officers with pending disciplinary cases.
“When the government uses force against a New Yorker, the standard for accountability must be at its highest,” Mamdani said. “Every New Yorker deserves to know that force will be used lawfully, carefully and only when necessary.”
Rozario was killed March 27, 2024, after calling 911 during a mental health crisis at his family’s home in Ozone Park, Queens.
According to the New York attorney general’s investigation, Rozario was holding scissors when officers confronted him. Officers Salvatore Alongi and Matthew Cianfrocco deployed Tasers before firing five shots, killing him as his mother and younger brother witnessed the encounter.
The Civilian Complaint Review Board substantiated eight misconduct charges against the officers in September 2025, including excessive force and abuse of authority, amNewYork reported.
The attorney general’s office declined to pursue criminal charges that December, concluding prosecutors could not prove the officers’ use of deadly force was unjustified beyond a reasonable doubt.
Alongi retired in May 2026 with an accidental disability pension before his disciplinary trial, CBS News reported.
The NYPD acknowledged failing to notify the oversight board of his retirement application. Commissioner Jessica Tisch apologized for the error, amNewYork reported.
Mamdani also announced $2.6 million in additional funding for the NYPD inspector general’s office, expected to triple its staffing.
Other measures include new procedures for officers with pending disciplinary cases and allowing families to request final NYPD Force Investigation Division reports after incidents involving death or serious injury, according to the mayor’s office.
